Innovation in Cadastre and Land Development

The map is the first layer of geometry for infrastructure and requires a level of intelligence, precision, and accuracy not typically required in a general GIS. Detailed information about land and property is essential to plan, design, map, survey, and develop land. The projects in this category have used innovative and cost-effective techniques to manage land parcels, create cadastral fabric, zone and analyze land use, and execute land and site development projects.

Metro Fire Station No. 29
Citrus Heights, California, United States

A new fire station in the Sacramento, California area provides medical aide, fire suppression, hazardous materials response, and other emergency services to the region. The $4.5 million structure required significant soil excavation, drainage reconfiguration, and retaining walls. Earthwork and grading minimized the visual impact of the 15,000-square-foot, 30-foot-high building while retaining as many trees as possible.

The project team used InRoads to generate profiles and resolve conflicts; 3D PDFs and Google Earth to create structural sections; and a Google SketchUp building model referenced from the architect. Digital terrain models were used to determine earthwork quantities and create contouring. CivilStorm was used to analyze the detention pond, outlet structure, and storm drain utilities, and Transoft’s AutoTurn was used to verify adequate sizing to accommodate turning radius and circulation patterns of emergency vehicles.

Caceres GIS Development Over Geographics and GWP
Caceres, Spain

The 1.3 million euro municipal GIS for Caceres, Spain, was built from digital cartography and alphanumeric data to make information more accessible to staff and citizens. The project team used MicroStation and MicroStation GeoGraphics for cartography and database integration; Bentley Descartes to digitalize and georeference maps, satellite images, and orthophotos; and Bentley Geo Web Publisher for sharing information via the Internet.

The GIS has provided numerous benefits, including better control of tax collection, improved responsiveness to urban planning questions, superior management of municipal heritage, total control of the census, and comprehensive management of street maps. Through the GIS, the public has access to continually updated information in more than 30 categories with 300 features, 500 maps, and 200,000 records.

All Municipal Geodata Available at Everybody's Desk
Tiel, Netherlands

In the Netherlands, the municipality of Tiel had been using CAD and GIS applications for more than 10 years to build and maintain graphical and linked administrative datasets. Gemeente Tiel implemented FlexiWEB—based on Bentley Geo Web Publisher—to make geospatial information available from the desktop (Phase 1) and then to the public (Phase 2).

The project team integrated multiple graphical and non-graphical data sources into one homogenous web interface. Data from various departments is now shared internally and communications, work processes, and decision making have improved. Among the many benefits, publishing of aerial images and 360-degree panorama pictures has nearly eliminated the need to do outside inspections, saving an estimated $2 million.
