A New Standard for Mexico: Budgeto's Vision for Digital Infrastructure

Bentley Systems and channel partner Budgeto partnered with Mexico’s Secretariat of Infrastructure, Communications and Transportation (SICT) to modernize highway infrastructure using BIM workflows, along with OpenRoads, and OpenBridge. Led by Félix Torres, general director of Budgeto, the pilot project demonstrated how digital infrastructure delivery can improve project efficiency, regulatory compliance, and transportation planning across Mexico and Latin America.

Improving highway infrastructure delivery in Mexico

For Budgeto, any project begins with a solid foundation of principles.”Budgeto’s values have always been integrity and honesty,” said Torres. This philosophy fuels the company’s mission: to guide clients toward solutions that solve their challenges efficiently and sustainably.

However, the Mexican market presents a significant challenge. Torres explained that the focus is often on the initial cost rather than the long-term value. The challenge was to demonstrate that investing in advanced technology would translate into much higher profitability. The answer was a pilot project that would speak for itself.

With the crucial support of SICT, a complex project was chosen to demonstrate the viability of Bentley’s tools: the modernization of an 18-kilometer stretch of Highway E.C., Pancho Villa in Sonora.

According to Torres, the objective was clear. “We need to demonstrate that Bentley’s products are suited to the Mexican market, especially when it comes to regulatory standards,” he said.

The pilot project, which combined Bentley’s OpenRoads and OpenBridge civil engineering software with a BIM infrastructure delivery methodology, became the ultimate proof point. Training local teams—including the engineering firm VRF and SICT personnel—was essential to the project’s success and to securing the commitment of everyone involved.

BIM infrastructure results using OpenRoads and OpenBridge

The pilot results validated Budgeto’s strategy. After applying Mexican regulatory standards to the assigned project, VRF reported efficiency gains that demonstrated the value of Bentley’s OpenRoads and OpenBridge solutions. The project delivered measurable infrastructure delivery and engineering efficiency improvements when using Bentley’s BIM-based digital workflows, including:

  • 20% reduction in project time due to collaborative workflows and the parameterization capabilities of Bentley solutions.
  • 10% reduction in costs by eliminating rework and automating processes that enabled much faster decision-making.
  • 60% improvement in the quality of the final project, allowing optimization of the proposed alternatives and geometric verification in accordance with regulatory standards.
  • 18% return on investment, demonstrating clear financial benefits after accounting for training costs, regulatory implementation, and computer equipment upgrades.

Beyond the numbers, Torres envisions a lasting impact on society. He believes that stronger planning, made possible through these tools, can transform how infrastructure projects are executed across the country.

“I’m confident this will improve planning and, therefore, improve the lives of Mexicans,” he said, as he anticipates lowering the number of disruptions caused by poorly planned construction projects.

Expanding digital infrastructure standards across Mexico

At the helm of Budgeto, Torres leads by example, with a strong focus on values and results. With the successful completion of the project, the path is now open for a new era of development. Future plans include presenting the results at a major event in Mexico City to encourage the adoption of these new standards throughout the SICT.

The initiative has not only proven to be a technical success, but has also strengthened the collaboration between Bentley, Budgeto, and the Mexican government. According to Alejandro Donnadieu, Bentley’s partner manager for the Americas, this pilot is only “the first step in the journey ahead.”

Thanks to the leadership and vision of partners like Budgeto, this journey promises to build a more efficient and sustainable future for Mexico’s infrastructure.
