As heatwaves and river flooding intensified across Pau, the Communauté d'Agglomération Pau Béarn Pyrénées found its response constrained by urban data locked in disconnected municipal systems — water apart from traffic, air quality apart from the assets under the street — leaving it unable to anticipate climate impacts or assess where its infrastructure was truly vulnerable. Partnering on the iTwin platform with Bentley Enterprise Connection Services, CAPBP built a hybrid city digital twin as a Common Data Environment for the 2026–2030 horizon, uniting reality capture, city modeling and live telemetry from 70+ connected sensors with weather feeds and traffic flows into a single living model of the city. An AI and machine-learning layer reads correlations no single department could see — heat stress, air quality and noise, energy use, water consumption, leaks and river levels — so scenarios are simulated and validated before a euro of capital is committed rather than discovered after the fact. The result is up to 60% lower climate-related losses from heat and flooding, 40% lower CAPEX and 30% lower OPEX, and decisions reached 100x faster, all on an estimated EUR 50,000 investment — proving digital engineering as the foundation for climate-resilient, sustainably operated municipal infrastructure.
