The City of Lake Jackson, Texas, addressed the dual challenge of public health risk from aging water and poor resource efficiency by partnering with LAN to develop a Water Master Plan. The issue stemmed from oversized infrastructure causing disinfectant degradation and necessitating wasteful system flushing. LAN leveraged Bentley OpenFlows WaterGEMS to create a digital twin, which identified the root cause as water aging in storage tanks and not the distribution network. By digitally modeling and validating new operational scenarios—such as lowering tank fill levels and adjusting pressure settings by just 1 PSI — the team provided an immediate, low-cost solution, avoiding major capital investment (CAPEX) while significantly boosting climate resilience. This breakthrough reduced the system area with high water age (over four days) from 50% to 30%, simultaneously eliminating wasteful flushing to save an estimated 250,000 gallons of treated water per day (a 10% reduction in low-demand periods) and reducing the city's energy and chemical consumption, proving digital engineering as the foundation for sustainable and resilient municipal services.
