    Implementation of SUPERLOAD System for OS/OW Vehicle Permitting and Routing

Project Summary


To enhance public safety, increase automated permit issuance rates, and reduce West Virginia Department of Transportation (WVDOT) information technology overhead, WVDOT moved all previous SUPERLOAD operations from its own computing infrastructure to a Bentley hosted environment. The implementation required deploying sophisticated technology in a complex business application to a wide range of users with varying technical backgrounds. With over 6,000 unique logins and 38,000 hauling companies, WVDOT needed a simple automated system to ensure adoption by its customers.


WVDOT implemented Bentley SUPERLOAD to fully automate the permit process for all OS/OW vehicles and ensure compliance with all applicable industry regulations. Using SUPERLOAD to leverage the completeness of permit application, route, bridge, and restriction analysis, without human intervention, WVDOT greatly increased the number of automated permits issued, enabling staff to focus on the most complex permits. MANAGEservices provided the platform to support technically diverse users, accommodate a full spectrum of technology, and ensure efficient operations.


Since migrating to Bentley MANAGEservices in 2013, WVDOT has not experienced any unplanned outages. In a Bentley-hosted SUPERLOAD environment, the system automatically issued about 60 percent more permits in 2014 than WVDOT office staff did in 2008. WVDOT increased the total number of permits issued by 50 percent between 2008 and 2014, while reducing WVDOT staff needed to issue permits from eight people in 2008 to three. More than 83 percent of applicants receive permits immediately. Because there are fewer permits to process and because WVDOT is utilizing the new technology, the staff is now processing permits that require state review more quickly and than was previously possible.
