    Application of Digital Platform for Targeted Poverty Alleviation in Shibadong Village

Project Summary


Located in a remote area of Hunan province, Shibadong Village is implementing an extensive revitalization project to alleviate poverty. The Hunan Provincial People’s government contracted POWERCHINA Zhongnan Engineering Corporation to carry out the work, which involved digitalizing the project by creating a 3D reality model of the area. Situated in Yunnan-Guizhou Plateau, the village rests on karst landforms surrounded by steep mountains with many valleys and caves. The scope included building a digital system framework to manage the construction of the village. Lacking basic surveying and mapping data, as well as engineering drawings, POWERCHINA Zhongnan Engineering needed to develop a system that would allow the team to complete the restoration on a tight, three-month schedule.


To meet rehabilitation goals, POWERCHINA Zhongnan Engineering integrated data from a number of sources, including the reality model, building information model, DEM elevation data, orthophoto, photographs, and video into a single system based on the Cesium platform. To complete the BIM design, the team implemented 3D architectural modeling software, while also using a robust project management system to share design files, which improved workflows and ensured quality and accuracy. The applications helped establish a web-accessible digital platform and a digital twin.


The comprehensive digital solution streamlined planning, construction, and management to save 80% in time and 60% in costs. The automated features of the reality modeling application helped the team process more than 100,000 aerial and ground-capture images within 15 days, saving approximately CNY 1 million. By using BIM and GIS technology, POWERCHINA Zhongnan Engineering built a digital twin of the village. Completed in 2018, the project team met its tight timeline, revitalizing an area of the province and helping alleviate poverty in this remote area.


The team used ProjectWise to share 3D design results across distributed offices to ensure the accuracy of the design files. OpenBuildings Designer allowed the engineers to complete BIM design and scheme comparisons of buildings in the Shibadong Village, while Navigator was used to deliver accurate design results. Using unmanned aerial vehicles, the team collected oblique photographs with a precision of 3 centimeters and 1 centimeter resolution. Team members then processed the photos using ContextCapture to create a 3D reality mesh of the village. Handheld digital cameras were used to capture photographs of the eaves and building elevations. More than 100,000 photographs were processed using ContextCapture.
