    3D City Model for Public Participation

Project Summary

Project:
The city of Gothenburg is the second largest city in Sweden with about 1 million inhabitants in the greater metropolitan area. The city is quickly expanding, and plans are underway to accommodate 150,000 new residents and 80,000 new homes and offices by the year 2035. Clear communication and involving citizens early in the planning stages are crucial components of this project to avoid misunderstandings and formal complaints that could delay urban planning. With the ambitious plan, attracting investors to the region is also a key component for the strategy.

Solution:
Gothenburg realized early on that using a digital twin to engage inhabitants in the planning process was very important. A complete 3D model of the metropolitan area was created with ContextCapture for use as an urban planning visualization canvas. OpenCities Planner serves as the simulation and dialogue platform for online, mobile, and showrooms – spreading 3D project visualizations to both the residents of Gothenburg and project stakeholders. OpenCities Planner is also used at events such as MIPIM to communicate the vision of “Gothenburg 2035” to potential investors.

Outcome:
Gothenburg was listed in second place in the global ranking of smart cities in 2019 by the Future Today Institute. Among the criteria for a smart city is sustainability, long-term urban planning, and accessible government data open to all. The strong and clear online presence broadens the conversation to new demographics. Younger people are getting involved and their voices are heard. The age of the people creating suggestions and engaging in the discussion ranges between 18 to 78, broadening the demographics compared to traditional methods. Some projects, such as “Västlänken,” a tunnel project in central Gothenburg, are seeing thousands and thousands of visitors, and a vibrant discussion is enabled online. As a next step, Gothenburg has decided to make the ContextCapture model available as open data to further stimulate smart city application development and the democratization of their data.

Software:
To create the digital twin, a city-scale 3D reality mesh was generated with ContextCapture to provide real-world digital context. Then, OpenCities Planner was used for creating and sharing urban planning projects in 3D, streaming online and to mobile devices. Offline, OpenCities Planner was leveraged for the showrooms and exhibitions.
