State Route 20 is the only direct land access to Whidbey Island in Washington. The SR 20 spur provides primary access to Anacortes and ferry services. These routes intersect at Sharpes Corner, where more than 30,000 vehicles per day cause heavy congestion and chance of collisions. The Washington State Department of Transportation planned a $23.2 million interchange to move traffic faster and more safely.

A value-engineering study brought stakeholders together to select the most cost-effective alternative from among roughly 50 options.Visualizations of the final two alternatives—a Texas-T and a modified roundabout—were used for public presentations. MicroStation enabled the team to create 3D models based on 2D preliminary designs, match them with aerial photographs, and render and composite the images into photorealistic visualizations.
